11th Bipartite Settlement: Charter of Demands: Pay Scale and Allowances

11th Bipartite Settlement is due from 1st November 2017. Charter of demand for 11th Bipartite Settlement has been submitted jointly by AIBOC, AIBOA, INBOC & NOBO. This Charter of demand will be the basis for discussions and negotiations for finalizing the salaries, benefits and other matters concerning bank employees 11th bipartite settlement.

Pay Scales

 Minimum Basic Salary of Bank Officers in 11th bipartite settlement is proposed at Rs.61000 based on Central Govt. (VII CPC) pay scale of 56100, which is based on DA 1.1.2016 whereas we are proposing DA merger on 31.10.2017.

The pay scales will be arrived at based on the above principles discussed.

 Fitment

Fitment shall be stage-to-stage i.e. on corresponding stages from 1 stage onwards and increments shall fall on the anniversary date as usual. There shall be automatic movement of scale..

 

Dearness Allowance

Since the entire D.A. outstanding as on 31.10.2017 is to be merged with the existing Basic Pay, the percentage of revised D.A. as on 01.11.2017, for every rise or fall of four points of index on the quarterly average of D.A. over and above November 2016 index should be recalculated @ 0.07% per slab of 4 points.

House Rent Allowance

In view of the fact that nearly 60% of officers have been staying in leased houses / flats of banks, increase in the percentage of H.R.A. will not extend them any benefit of salary increase, on the contrary they will have to suffer more loss for the same leased house / flat. Hence, existing percentage of HRA should be retained without any change and thus, lesser amount of allocation towards HRA out of total amount to be allotted for wage revision can be diverted in other areas where from all officers can be benefitted.

Alternatively, self leasing of own houses should be permitted to avoid the huge disparity under the present dispensation of capital cost.

 

CITY COMPENSATORY ALLOWANCE

The existing classification of centre should be reviewed classified in the following categories:-

 

CATEGORY CENTRE

I Major Metro –  Kolkata, Delhi,Mumbai, Chennai, Bangalore, Hyderabad, Ahmedabad, Pune, etc.,

II Metros (Area I) – All centres with more than 12 lakh Population and State Capitals

III Centres with population of 1 lakh and above and all District Head quarters

 

RATES OF CITY COMPENSATORY ALLOWANCE:

Category I – 20% of Basic Pay

Category II – 17.5% of Basic Pay

Category III – 15% of Basic Pay

F.P.P.: It should be the last increment without any ceiling.

 

PQP : For completion of Part I JAIIB and Part II CAIIB, one and two increments are to be considered instead of consolidated amount as in the past. The present embargo on non payment of PQP and FPP should be removed.

  1. For retirees also there should be demand for automatic pension revision as per the 11th bipartite settlement. Please take up their case also. As we are lowest paid pensioners in the country.

  2. Central & State Govt. employees get full pension after completion of 20 years of service, and in LICI one who has completed 28 years of actual service will get full pension. But alas we the Bank employees get full pension after completion of 33 years of actual service. I am one of the sufferer. Whether 11th B. P. S will solve our problem.

    1. This was implemented in central government 6th pay commission, but the same was followed in subsequent wage revisions . This demand has to be met with immediately.
      What was given as special allowance for regular employees in 10th Bipartite, was not taken for pensioners was not given weight age for pensions for revising basic pays of pensioners
      While concentrating more on merger of DA to 2002 pre-retirees, we are deviating from these minor demands to be conceded.

Revision in pension according to pay revision of serving Bankers at the time of next i.e. 11th Bipartite Settlement is as essential as just bread( without butter) to a hungry, old and sick person, as a Bank Pension is really lowest paid pensioner in so called Well PAID BANKING SECTOR and is left to die without taking cause of his/family’s life. Please think and be humanitarian also please don’t left these honest, hardworking old Bank Pensioners to cry and die.

  4. Bank pensioners are neglected in the matter of pension revision despite we have rendered utmost service for upliftment of the institution enabling it to earn huge profits. Govt should not ignore our just demand of pension revision

Ye sab demands hai jis par koi limit nhi hoti. if we think real banking situation the whole banking sector is in a great stress which never seen in indian banking history due to huge growth of npa and they are growing repidly. second the demonetisation facter which increase disbrusable cash in bank on the contrary due to demonetisation the msme sector hits so demand and repay of loan are decrease..there are other indicators also show the trendes of low growth in economy.. there are other reason also for economic slowdown which i not mention here
    IDBI Bank gross NPA ratio jumps to 24% – highest in the industry.NPA’S AMOUNT TO RS.7.8L CRS. NET INCOME IS RS.77000 CRS. THEN ADD THE LOAN WAIVERS TO FURTHER BURDEN THE BANKS.

  6. The just full demand of pensioners must be considered and they must be made a party to the settlement. Updation of pension very urgently needed

  7. There should not be any stagnation. Increament @3% of BP every year. Full pension after 20 years of service and pension updation at the time of every wage revision should also be demanded

  8. You have the toughest govt now which is totally unsympathetic towards bamk employees demands. Though nation is expecting great change from the present leadership, we bank employees are left high and dry. Govt is solely responsible for alo the banking ills of the day and without tackling defaulters it is attacking employees. This is the one settlements for which Union leaders must be prepared to take some hard decisions to expect a reasonable settlement

Retirees demands must be given due attention along with in the 11th Bipartite settlement i.e. Updation of pension n medical reimbursement instead medical Insurance as applicable in states govt n centre govt. besides revision benefits which were not paid in the 10th BP settlement to Retirees in 2012,these issues r very much required to be implemented in this settlement, Pension period too be lowered for granting pension,Bankers r the lowest paid in the Industry keeping in view their contributions.

  10. Central and state govt. Employees get full pension after completion of 20 years of service, in LICI completion of 28 year of service . But banks employees after completion of 33 years of service. Full pension after 20 years of service and pension updation at the time of every wage revision should also be demanded.

  11. For Retirees, there should be automatic revision/up gradation of PENSION with the revision of WAGES in 11th Bipartite settlement. Bank Retirees are lowest pension paid as compared to State/Central Govt Pensioners keeping in view their contributions.

We can pray to god io give sumati to modiji’s finance department to increase some piece of bread like pension amount in accordance to central govt pensioners, where there is many nonprofitable organisation. It is our bad luck to be a bank pensioner. Finance dept & IBA to consider the the bank pensioners demand in accordance with 11 bipartite settlement. Hope for …….

  13. Lease accommodation allowance is giving to only officers and it is not giving to clerks in almost All banks. Why? Plz any body tell me

  14. We demand removal of stagnation increment and continue annual increment till retirement. Or make a policy that stop giving branch head assignment to those who has attained stagnation level.

  15. REVISED PENSON SHOULD BE REGULAR AUTOMATICLLY LIKE STATE /CNETRAL GOVERNMENT.
    GOVERNMENT SHOULD GIVE RESPECT AND CONSIDERATIONS TO RETIREES SINCE THEY HAVE
    GIVEN THEIR ENTIRE LIFE FOR MODIFYING MANUAL BANKING TO TECHNICAL BANKING,
    PAPER BANKING TO PAPERLESS BANKING. WITHOUT THEIR DEDICATION THEASE DAYS
    WERE NOT POSSIBLE. SO RESPECT THEIR WORK DONE BY THEM AND FULL FILL THEIR DEMANDS.
    I AM ONE OF BANK EMPLOYEE WHO WORKED CONTINUOUSLY 24-36 HOURS FOR ROLEOVERING
    FROM OLD SYSTEM TO NEW SYSTEMS.

  16. ALL EMPLOYEES SHOULD TREATED AS SAME. ALL GOVTS GETTING THINGS THROUGH BANKS AND IMPLEMENTING THEIR SCHEMES THROUGH BANKS.THE SCHEMES WHICH ARE NOT RELATED TO BANKS ALSO IMPLEMENTING THROUGH BANKS IF WE ARE NOT
    RAISING OUR VOICE THEY ASK ALL DEPARTMENTS WORKS. BUT WHILE PAYING SALARY
    AND PENSION THEY ARE NOT SHOWING EQUALITY. THAT IS OUR BADLUCK WE ARE BANKERS IN FUTURE NOBODY WILL TAKE BANK JOB.

  17. Why should we demand for revision of pension ? Is the Government devoid of Conscience ? Can a bank retiree of 1980 run his family with the amount of basic pension sanctioned to him in that year ? Is the Bank going to pay revised pension by debit to its P/L head ? What is about the utilization of the corpus fund ? If MPs and MLAs can have 2/3 fold revisions in their salaries and allowances , if RBI and other Govt retirees get pensions revised , what is the fault that bank retirees won’t get revised pensions ? Why should they have to cry and beg for revision of pension ? Are they untouchable citizens ? Why this discrimination ?
